Housing Operations Manager


Lead responsive, people-centred housing operations and help deliver safe, welcoming homes tailored to people’s needs.


Homes of Choice is seeking an experienced Housing Operations Manager to provide day-to-day leadership of our tenancy and property operations across Auckland and Wellington. Reporting to the General Manager - Homes of Choice, this role ensures consistent service delivery, clear operational accountability, effective workflow management and sound stewardship of operational resources.


About the role


You will lead managers and operational staff, oversee performance and service standards, manage operational expenditure within delegated authority, monitor contractor and supplier outcomes, support operational risk management and act as the primary escalation point for housing operations.


  • Lead day-to-day tenancy and property management operations across Auckland and Wellington.
  • Establish clear priorities, workflows, service standards and decision-making arrangements.
  • Provide leadership, coaching and support to direct reports and the wider operational team.
  • Oversee tenancy and property performance, service responsiveness, inspections, maintenance coordination and complex case escalation.
  • Monitor operational budgets, forecasts and expenditure, and oversee purchasing within delegated authority.
  • Review contractor and supplier performance, including quality, responsiveness, health and safety, compliance and value for money.
  • Build effective relationships with tenants, family and whanau, operational teams, contractors, suppliers and external partners.
  • Act as the main Homes of Choice operational contact for Zavanti, coordinating system issues, user requirements, data quality and improvement.
  • Monitor operational incidents, complaints, service concerns, risks and corrective actions.
  • Develop performance measures, dashboards and reporting, and lead process and service improvements.


What you will bring


  • Substantial experience leading housing, tenancy, property or comparable multi-site service operations.
  • Demonstrated experience managing people, operational performance, budgets, suppliers and service delivery.
  • Experience managing complex operational issues, stakeholder relationships and organisational risk.
  • A proven ability to lead change, improve processes and build consistent practice across teams or regions.
  • Strong operational judgement, communication, financial acumen, planning and digital literacy.
  • Experience in community housing, social housing, disability services or another regulated, people-centred environment is preferred.
  • A relevant tertiary qualification in housing, property management, business, operations, community services or a related discipline is preferred.
  • A full current New Zealand Class 1 driver licence and the ability to travel across the Homes of Choice portfolio.
  • The ability to obtain appropriate New Zealand Police and Oranga Tamariki clearances.
