We’re looking for an experienced training, capability or instructional design professional to join our Financial Crime Operations Training & Capability team as a Capability & Design Consultant. You’ll work closely with FCO Capability Senior Manager, helping turn strategic capability priorities and complex operational requirements into practical frameworks, learning resources and delivery-ready tools that support our people to perform at their best.


This is a hands-on opportunity where you’ll partner with leaders, subject matter experts and facilitators across Financial Crime Operations. From analysing skill gaps and designing capability frameworks through to creating learning content, supporting implementation and reviewing effectiveness, you’ll have the opportunity to own initiatives across the full capability lifecycle.


Mō te Tūranga | About the role


Sitting within the Financial Crime Operations capability and learning space, you’ll support multiple business units to build consistent, future-focused capability across both technical and behavioural skills.


You’ll translate business needs into clear, learner-centred solutions that are practical, accessible and easy for facilitators and operational teams to use. You’ll work across several initiatives and stakeholder groups, so this rolewill suit someone who enjoys variety, can manage competing priorities and is comfortable taking ownership of their work.


Key responsibilities include:

  • Partnering with stakeholders and subject matter experts to understand capability requirements and agree delivery priorities.
  • Analysing operational and role-based capability needs to identify skill gaps and areas requiring development.
  • Designing practical capability frameworks, rubrics, behavioural indicators and assessment tools.
  • Creating clear, engaging and accessible learning content and supporting materials.
  • Coordinating capability initiatives from needs analysis and design through to implementation and review.
  • Translating capability outputs into delivery-ready guidance and resources for facilitators and training teams.
  • Facilitating learning or providing individual and group coaching where required.
  • Maintaining capability tools and standards as accurate and current reference points.
  • Evaluating the effectiveness and business impact of capability initiatives.
  • Contributing data and insights, including proficiency, coverage and capability gap trends, to broader reporting.
  • Exploring new learning practices, technology and methodologies to improve capability outcomes.

You’ll be a curious and collaborative capability professional who can take complex or technical information and turn it into learning solutions that make sense for the people using them.


You’ll bring strong written communication, stakeholder confidence and sound judgement, along with the ability to work autonomously and keep progress, risks and decisions visible. You won’t need to be a financial crime expert from day one, but you’ll be motivated to understand the environment and the people you’re designing for.


You’ll ideally bring:

  • Around three to five years’ experience in learning and development, instructional design, capability development or a similar field.
  • Practical experience applying instructional and learning design principles to create engaging, accessible and learner-centred solutions.
  • Experience designing capability frameworks, rubrics, behavioural indicators, assessments or similar tools.
  • Advanced written communication skills, with the ability to create clear learning content and facilitator guidance.
  • Strong stakeholder engagement skills and confidence partnering with subject matter experts and business leaders.
  • Experience coordinating capability or learning initiatives from initial analysis through to implementation and review.
  • Facilitation and coaching experience, either one-to-one or with groups.
  • Experience using e-learning authoring technology and learning management systems.
  • The ability to interpret capability data and metrics using tools such as Excel or Power Query.
  • Strong prioritisation skills and the ability to work autonomously across multiple initiatives.
  • A practical continuous improvement mindset, with curiosity about new learning approaches, methodologies and technology.
  • Knowledge of financial crime areas such as Customer Due Diligence, Transaction Monitoring or Suspicious Activity Reporting would be helpful, but is not essential.
