He Aranga Ake (HAA) is a multi-agency violent extremism disengagement framework established to support New Zealand’s ‘Countering Terrorism and Violent Extremism National Strategy’. The overarching objective of HAA is to reduce the risk posed by individuals on a pathway to commit an act of violent extremism or terrorism. HAA works to identify and respond to the multidimensional interaction of risk and protective factors of participants on HAA and provide them with wrap around services and support to direct their behaviours away from violent extremism.


Underpinning the success of the framework is the collective ability of the partner agencies to share information and work together to develop plans, provision services, and deliver interventions to support a participant’s plan. HAA is embedded within Police and based at Police National Headquarters (PNHQ), however interventions are delivered locally, coordinated centrally by HAA Case Managers, and supported by the partner agencies.


This role sits within a small, supportive team and reports to the HAA Operations Manager. Case Managers deliver the personalised intervention plans and oversee the operationalisation of them. You will be responsible for coordinating and leading Regional Intervention Meetings (RITs) that bring agencies and service providers together to deliver holistic interventions to support a participant.


This is a prevention-based role, which requires strong relationship management skills to identify, coordinate, and work with appropriate service providers. The Case Manager will work directly with a participant to discuss types of interventions that would support disengagement from their violent extremism behaviours.


Key Accountabilities

  • Build rapport and relationships with participants, supporting them to undertake interventions and review progress and goals collaboratively.
  • Establish, facilitate, and coordinate multi-agency RIT meetings that drive participants’ progress on the framework.
  • Facilitate appropriate interventions in a timely manner, ensuring they align with overarching goals and the needs of the participant.
  • Use your networks and relationships to build new partnerships with service providers that can support a participant’s journey on HAA.
  • Report to the National Coordination Group on participants’ progress on the framework and escalate risks and opportunities as appropriate.
  • Maintain knowledge of current and emerging violent extremism vulnerabilities, threats and protective factors.

We want Case Managers that can think out-side the box, drive positive changes for participants, and pivot to respond to changing circumstances.


To be successful in this role you will have:

  • Demonstrated case management experience.
  • Demonstrated practical experience working in a multi-agency or multi-disciplinary setting.
  • Worked in the social sector, health, disability, corrections, community, or other related industry.
  • Experience in supporting the development and delivery of individualised plans and interventions.
  • Ability to problem-solve and encourage innovative and diverse approaches.
  • Strong communication, collaboration, relationship management, and coaching skills to effectively communicate with all relevant stakeholders.
  • Strong risk identification skills

This role is based in the Wellington area. Domestic travel will be required on an ad hoc basis. International travel may be required.

  • NZ Citizen who has resided continuously in NZ for the last 10 years, or:

  • A citizen of or has resided continuously in one or more of the following countries for the last 10 years: Australia, Canada, United Kingdom, or United States of America, and has a background that can be verified by the NZSIS.

Utu ā-tau | Salary

This position is covered by a collective agreement and salary will commence between $88,179 and $101,804 dependent on skills and experience relevant to the role.
