Job Description

Job no: E6JDT

Category: Policy/ Adviser

  • Work at the heart of New Zealand’s legislative process
  • Permanent and 12-month fixed-term opportunities available
  • Provide expert advice and support the business of the House

Mō te tūnga | About the role

We have two full-time opportunities available: one permanent position and one 12-month fixed-term position. Please indicate in your application if you have a preference for either opportunity.

As a Parliamentary Officer (House), you’ll work at the centre of New Zealand’s parliamentary process, supporting sittings of the House of Representatives and the passage of legislation.

Working within the House Office, you’ll help ensure the House has the accurate advice, information and documentation it needs to carry out its legislative and procedural functions. This includes providing advice on parliamentary procedure, supporting the certification and passage of legislation, scrutinising parliamentary material and preparing essential House documents.

You’ll work closely with members of Parliament, ministerial offices, public sector officials and parliamentary colleagues. This is a varied and fast-paced role where sound judgement, accuracy, discretion and the ability to meet tight deadlines are essential.

Tō kete | What you will bring to the role

You will be intellectually curious, highly organised and comfortable working with complex information. You’ll have exceptional attention to detail and enjoy producing accurate, high-quality work while managing changing priorities and tight deadlines.

You’ll be confident communicating with people at all levels and able to explain complex legislative or procedural information clearly. You will remain calm under pressure, exercise sound judgement and demonstrate political impartiality and discretion.

In your application, please highlight your skills and experience in:

  • Researching, analysing and interpreting complex information.
  • Producing clear, accurate and high-quality written work.
  • Editing, proofreading or reviewing documents with close attention to English usage, grammar and spelling.
  • Providing advice or guidance on legislation, policy, or procedure.
  • Managing competing priorities and meeting critical deadlines in a fast-paced environment.
  • Building effective relationships with a diverse range of stakeholders.
  • Learning new systems, processes and technical subject matter quickly.
  • Exercising sound judgement, impartiality, confidentiality and discretion.

You will have a relevant tertiary qualification or equivalent demonstrated experience. Experience working with legislation, parliamentary procedure, legal documents, or public policy would be valuable.

An appreciation of tikanga Māori and an understanding of when to seek further cultural advice are also important.

Due to House sitting week timings, some evening work (until 10pm or later) will be required for this role.

The starting salary range for this role is from $109,294 - $120,115 per annum. Appointments will be based on skills and experience (please note, the full salary range extends beyond this to allow for tenure progression).

Ngā haepapa | Responsibilities

  • Supporting the passage and certification of legislation.
  • Providing advice on parliamentary procedure, legislation and House business.
  • Scrutinising bills, amendments, questions, and other parliamentary documents.
  • Preparing key House documents, including the Order Paper (the House’s agenda) and Journals of the House.
  • Supporting oral and written questions processes.
  • Maintaining accurate records and information relating to House business.
  • Supporting statutory and parliamentary processes, including official appointments and electoral vacancies.
  • Building effective relationships with MPs, ministerial offices, public sector agencies and parliamentary stakeholders.
