Job Description

Do you have experience analysing complex data, and are interested in helping transform how we produce place-based information and official statistics?


The Integrated Statistical Data System is a statistical system comprised of three statistical domains: People, Place and Business. Leveraging integrated data, the ISDS is forming a foundational set of data assets for delivering and modernising Stats NZ’s statistical data and information production, including playing an important role in the delivery of Census and IDI modernisation.


The Places Index is a statistical register that provides a comprehensive view of New Zealand’s properties, buildings, and dwellings, along with key attributes such as dwelling type. To maintain this register, the Places Index will integrate information from a range of administrative data sources, including property valuation records, building consents, and electricity connection data. Stats NZ is continuing to evaluate and enhance these sources to ensure the register can identify and reflect changes to New Zealand’s building and dwelling stock in a more timely manner, reducing reliance on the traditional five-yearly Census and supporting more current statistical insights.

These are two year fixed term roles ideally based in Christchurch, however we are open to candidates from Wellington.


Senior Design Analyst ISDS – Places Index


The Senior Design Analyst will lead design and delivery activities for the Places Index alongside the Principal Analyst and Senior DAs. This is a highly technical focussed role, with advanced methodological and or statistical production experience. This role will be focussed on research and prototyping at pace, delivering to demanding timelines.


Working closely with analysts, developers, testers and subject matter experts, the role will lead design decisions, resolve complex data and methodological issues, and ensure outputs are well governed, documented and fit for purpose.


The successful candidate will bring:


  • Advanced experience in statistical design and integrated data environments.
  • Strong systems thinking and an ability to transition methodologies into implementation outcomes.
  • Experience managing complex dependencies across teams and products.
  • Strong documentation, design assurance and peer review capability.
  • Analytical programming skills and experience working with large administrative datasets.
  • The ability to lead design decisions under ambiguity and build consensus across stakeholders.
  • Experience coaching and developing other analysts.


Design Analyst ISDS – Places Index


The Design Analyst will support the development of the Places Index and associated place-based statistical assets. This is a highly technical role focused on research, design and prototyping activity, working closely alongside senior analysts and principal-level specialists.


The role will investigate administrative data sources, develop and test place-based methods, build analytical products and contribute to the development of statistical specifications. The successful candidate will help transform analytical concepts into documented, validated outputs that can be incorporated into production processes.


The successful candidate will bring:


  • Strong analytical and statistical capability.
  • Experience working with complex datasets or administrative data.
  • Curiosity and an interest in research, prototyping and innovation.
  • Experience undertaking data investigation, profiling and quality assessment.
  • Coding skills in Python, SQL, R or similar.
  • Strong documentation and communication skills.
  • A collaborative approach and willingness to work across multiple disciplines.

Starting salary for this position: Senior Design Analyst $97,270 - $114,436 + kiwisaver | Design Analyst $84,027 - $98,855 + kiwisaver
