Position Overview (where you’ll be working)

  • The purpose of the District Operations is to deliver Our Business.
  • To support the delivery of District outcomes the General Duties Constable will maintain and enhance public security and
  • welfare through response to incidents requiring police attention and the conduct of relevant enquiries.
  • The purpose of leadership in this role is to deliver (or enable others to deliver) Our Business.


Responsibilities (what you’ll be doing)

The Constable – General Duties will:

1. Be safe and feel safe

  • Understand the hazards in your work area and eliminate or minimise the associated risk.
  • Report all accidents, incidents and near misses in MyPolice in a timely fashion
  • Actively participate in Wellness and Safety initiatives and training

2. Service delivery

Patrolling

  • Undertakes patrols and responds to situations to enforce law and/or maintain public order by the following:
  • Undertaking patrolling in accordance with organisational requirements, principles of non-discrimination and
  • supervisors instructions in a manner that optimises achievement of the patrols goals.
  • Correctly assessing emergent situations and taking appropriate action
  • Establishing, maintaining and utilising knowledge of the local patrol area
  • Responding to incidents, taskings and requests for assistance in accordance with accepted operational procedures
  • Utilising situational problem-solving techniques to resolve issues
  • Assessing situational behaviour of people and determining/implementing appropriate reaction/response strategies
  • Providing first response control/command and/or co-ordination at incidents


Conduct Initial Police Investigation

  • Assesses and preserves crime/incident scenes, and assists in the investigation process when required
  • Collects and analyses information relevant to investigations
  • Identifies, seizes, processes and manages exhibits in accordance with legislative and administrative processes
  • Considers and utilises all organisational avenues of inquiry and investigative procedures in order to identify subjects and persons
  • Conducts searches of persons, property and vehicles with due regard to lawful authority and organisational procedures. Decisions to caution, report or arrest are made at the discretion of the officer and conveyed to the person(s) concerned in accordance with organisational and legal guidelines.
  • Affords rights to suspects and victims of crime by treating them in a fair, equitable and non-discriminatory manner.


Gathers, Collates and Records Information

  • Collects and records information relevant to police issues in accordance with jurisdictional laws, policy and procedures
  • Takes comprehensive statements that contain all details relevant to the matter being examined and are in accordance with jurisdictional laws, policy and procedures
  • Completes the full range of complaint correspondence in a concise and timely manner
  • Completes arrest files, not guilty prosecution files, and other correspondence including notifying of complainants, witnesses and dealing with exhibits
  • Conducts and records interviews in accordance with jurisdictional laws, policy and procedures
  • Carries out access, storage and retrieval of information in accordance with jurisdictional laws and organisational Codes of Ethics/Best Practice.
  • Uses interview and evidence recording equipment in accordance with jurisdictional laws, policy and procedures
  • Identifies and utilises communication linkages within the organisation to exchange/share information


Processes and provides for persons in police care or custody

  • Ensures persons in care or custody are provided for, processed and escorted/transported in accordance with jurisdictional laws, policy and procedures


Fosters a positive organisational image in the community

  • Acts on opportunities to explain and promote the organisations activities in order to encourage community recognition and support
  • Represents the organisations position on particular issues in a way which acknowledges community concerns and
  • promotes community awareness
  • Advises and involves the community in public safety activities


Contributes to the objectives of the Safety Administration Programme S(A)P and the National Road Safety Plan

  • Provides an initial police response to traffic crash events and emergencies
  • Assists in reducing the number of road deaths and enhances the safe and efficient use of roads through:
  • Patrol duties directed at compliance of general traffic law and the promotion of safe driving practices
  • Targeting of alcohol / drug impaired road users
  • Speed control enforcement
  • Promoting and enforcing the use of vehicle restraint devices
  • Providing peak traffic flow supervision
  • Enforcing vehicle maintenance regulations through vehicle checks
  • Issuing Traffic and Infringement Offence Notices
  • Provides assistance/support for:
  • Accident investigation officers
  • Summons service
  • CARD centre


Judicial Processing

  • Prepares and manages evidence, witnesses and offenders for the relevant judicial authority in accordance with jurisdictional laws and organisational policies and procedures by:
  • Managing witnesses
  • Monitoring offenders
  • Liaising with and assisting prosecutions section
  • Undertaking post-court procedures


3. Personal professional performance

Effectively manages personal professional performance in order to ensure public confidence in the police service by:

  • Modelling high standards of personal performance, ethics and integrity
  • Reviewing and monitoring personal performance
  • Developing and maintaining ongoing personal competence
  • Assisting and supporting other personnel
  • Maintaining personal physical and emotional health.


4. Team work

  • Works effectively as a member of a team within the community
  • Co-operates and works with other members of the section in order to achieve team goals

  • Ensures all service requests and complaints are met with a professional, customer focused and timely response.

  • Ensures that Policing services are delivered with a quality customer service and Māori Responsiveness focus.
  • Fosters an atmosphere where being responsive to customer needs is a priority.
  • Provides services designed to target general public attitudinal and behavioural change for the purposes of producing safer communities.
  • Provides high quality policing services in conjunction with other members of the team.
  • Ensures that service delivery conduct and performance integrate both Treaty principles and Māori values and principles consistent with the spirit and substance of the Treaty of Waitangi.


6. Relationship management

  • Creates and maintains networks to ensure local examples of best practice are identified and communicated so that duplication of effort is avoided.
  • Establishes and maintains a positive working relationship with other members of police including members of Dog Section, the Criminal Intelligence Branch, Scene of Crime Officers, Police Photographers, Training Service Centre
  • staff and Prosecutions Service Centre staff.
  • Establishes and maintains a positive working relationship with members of the community and other Government and service agencies such as CYPS, WINZ, Victim Support organisations, cultural groups, local government, churches, schools, neighbourhood watch, and community service groups such as Lions, Rotary and Zonta.
