The Property Services, Assets & Capital Delivery business unit stewards Council’s property portfolio as a strategic public asset that supports community, service and city outcomes. The team provides leadership across property strategy, portfolio planning, facilities management, operations, commercial arrangements, acquisitions, disposals, leasing, redevelopment and property partnerships.

We’re looking for an experienced asset planning professional to join our team as Asset Planning Lead. This is a key strategic role leading asset planning and investment across Council’s property and fleet portfolios, ensuring our assets remain fit for purpose, financially sustainable and aligned with future service needs.

You’ll lead asset management planning, lifecycle planning, renewal forecasting and investment prioritisation, using evidence around asset condition, risk, utilisation, service needs and whole-of-life costs to inform investment decisions.

Working across Council, you’ll provide strategic advice and analysis to support investment planning, business cases and Long-Term Plan and Annual Plan processes, while helping to shape how we manage and invest in our assets for the future.


Āu ake mahi | What you’ll do

  • Lead the development and maintenance of asset management plans across Council’s property and fleet portfolios.
  • Develop lifecycle strategies and long-term renewal forecasts that balance asset performance, risk, cost and service outcomes.
  • Lead property and fleet inputs into the Long-Term Plan and Annual Plan processes.
  • Develop investment strategies and prioritisation frameworks to support evidence-based decision-making.
  • Analyse asset condition, utilisation, performance and risk to identify future investment and renewal requirements.
  • Develop and maintain the forward investment pipeline for renewals, upgrades and optimisation initiatives.
  • Provide strategic advice on investment priorities, funding requirements and asset investment trade-offs.
  • Support the development of business cases, investment proposals and funding requests for significant property and fleet initiatives.
  • Identify opportunities to optimise, rationalise, consolidate or repurpose Council assets.
  • Integrate resilience, climate risk, carbon reduction and sustainability considerations into asset planning and investment decisions.
  • Lead fleet renewal and replacement planning, balancing operational capability, utilisation, safety, sustainability, compliance and whole-of-life costs.
  • Establish and maintain planning frameworks, performance measures and investment models that support effective decision-making.
  • Work closely with Operations and Facilities, Major Renewals and Capital Projects, Portfolio and Commercial, Finance and other business units to ensure investment planning is informed by operational, commercial and service considerations.
  • Provide clear analysis, recommendations and advice to senior leaders and governance groups.
  • Build effective relationships with internal stakeholders, consultants, technical advisors and other subject matter experts.


Ngā tohu me ngā wheako | Qualifications and experience

We’re looking for someone with strong experience in asset planning, investment planning and long-term asset stewardship.


You’ll bring:

  • A tertiary qualification in Asset Management, Property, Infrastructure Management, Finance, Planning or a related discipline.
  • Strong knowledge and experience in asset management, lifecycle planning and long-term asset stewardship.
  • Experience developing and implementing asset management plans.
  • Experience in investment planning, prioritisation, capital planning and long-term investment forecasting.
  • Strong analytical skills, with the ability to use asset information, data and evidence to inform investment decisions.
  • Experience with asset condition assessment, performance analysis and risk-based decision-making.
  • Knowledge of portfolio planning, investment modelling and asset optimisation approaches.
  • Experience preparing investment recommendations, business cases and advice for leadership and governance decision-making.
  • The ability to work collaboratively across operational, financial, commercial and delivery functions.
  • Strong relationship management skills and the ability to work effectively across a complex stakeholder environment.
  • Knowledge of asset management frameworks, industry standards and good practice.


It would be advantageous if you also have experience in local government, infrastructure, property, facilities or another asset-intensive environment, along with an understanding of Long-Term Plan, Annual Plan and public sector investment processes.

Professional membership or certification through organisations such as IAM, IPWEA, PINZ or RICS would also be desirable.
